Before You Dig: Missouri 811

It's the Law — and It's Free

Missouri law requires you to call 811 before any digging project, no matter how shallow. This includes:

  • Installing a raised bed
  • Planting a tree or large shrub
  • Driving stakes or fence posts
  • Any soil disturbance more than a few inches deep

The call is free. The service is fast. And it could save your life — or at minimum, prevent you from taking out your neighborhood's internet service.

Why Hell Strips Specifically

The right-of-way along your street is exactly where utilities tend to run. Gas lines, electric conduit, water mains, sewer laterals, and telecom cables all commonly pass through the hell strip between the sidewalk and curb.

Even if you've gardened your hell strip for years without incident, one new dig in a slightly different spot could hit something. Don't assume.

How the Process Works

  1. Call 811 (or submit online at missouri-811.org) at least 3 working days before you plan to dig
  2. A representative will take your information and the location of your project
  3. Utility companies will send locators to mark underground lines with colored flags or paint:
    • Red = Electric
    • Yellow = Gas / Oil / Steam
    • Orange = Telecom / Cable / Conduit
    • Blue = Water
    • Green = Sewer / Drain
    • Pink = Temporary survey markings
    • White = Proposed excavation area
  4. Wait the full 3 working days (not calendar days — weekends don't count)
  5. Dig carefully, and hand-dig within 18–24 inches of any marked line

What 811 Does NOT Cover

Private utility lines — like a gas line from the meter to a detached garage, or irrigation systems — are not marked by 811. If you have private lines, you're responsible for knowing where they are.

Online Option

You can also request a locate online at missouri-811.org. This is especially convenient if you're planning ahead and don't need to speak to someone directly.

One More Thing

Even after utilities are marked, dig carefully near the flags. Marks indicate approximate location — hand-digging within the tolerance zone is required. The marks are only valid for a set period (typically 20 days in Missouri), so don't request them too far in advance of your project.
